Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, and the accompanying delegation met on the evening of Thursday, April 16, 2026, with Mr. Vivek Tyagi, Chairman and CEO of Numisma Bank (the contracted provider for U.S. dollar supply), and Mr. Randal Quarles, Member of the Bank\u2019s Advisory Committee and former Vice Chair of the U.S. Federal Reserve, along with their respective teams.<\/p>\n\n\n\n

The meeting reviewed the key milestones achieved under the Central Bank\u2019s plan to restore confidence among international financial institutions, as well as the completion of the first phase of U.S. dollar supply to Libya. It also highlighted the accompanying qualitative reforms, most notably the enhancement of compliance controls and the introduction of regulatory measures governing exchange activities for the first time in the country. Discussions further covered the plan and mechanisms for distributing U.S. dollar cash, and the readiness of the banking system including commercial banks and exchange companies and offices to resume the sale of foreign currency to the public.<\/p>\n\n\n\n

For their part, representatives of Numisma Bank commended the Central Bank of Libya for its efforts and its commitment to implementing international best practices and standards in executing the dollar supply and distribution plan. They also expressed their full readiness to support the Central Bank, whether through supplying additional quantities of U.S. dollar cash or by providing advisory services and technical support to the Central Bank and commercial banking teams.<\/p>\n\n\n\n

At the conclusion of the meeting, both parties agreed to continue supplying U.S. dollars in line with the Central Bank of Libya\u2019s estimates and the needs of the Libyan market, in addition to supplying other foreign currencies, including the British pound and the euro.<\/p>\n\n\n\n
