Naji Issa, chaired a high-level meeting at the Bank\u2019s headquarters on Sunday, 26 July 2026, attended by a number of senior department directors.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-f56a9e1c6e992af7f7f375db2276a68e wp-block-paragraph\">The meeting reviewed recent developments in the exchange rate of the Libyan dinar in the parallel market and endorsed a package of measures aimed at containing the growing demand for foreign exchange, with the objective of supporting exchange rate stability.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-0f724c0f7184ff963a72edd55c67fcfc wp-block-paragraph\">Discussions also focused on the availability of foreign exchange and the processing of letters of credit, with emphasis placed on accelerating procedures to ensure the timely execution of import financing requests and the uninterrupted provision of foreign currency to meet market needs.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-10b41983277c8065db8e75b6f4231e49 wp-block-paragraph\">Following these developments, it was decided to allocate USD 1 billion during the coming week to finance letters of credit. In addition, USD 1 billion will be earmarked for personal foreign exchange transactions and reservations through the Bank\u2019s electronic platform, while commercial banks will extend their operating hours for over-the-counter U.S. dollar sales.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-71aabaa37b67ea38a9435723f1a284ef wp-block-paragraph\">The meeting further reviewed the domestic cash liquidity position and approved the launch of the first phase of the August Cash Liquidity Plan, under which 5 billion LYD will be injected into commercial banks to meet citizens\u2019 demand for cash.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color wp-elements-f77994f4405e60ba142a8cf221d39a34 wp-block-paragraph\">The participants also reviewed progress on electronic payment systems and emphasized the need to address any operational challenges facing payment service providers and commercial banks, while ensuring the continuity, reliability, and efficiency of payment infrastructure in support of the broader expansion of digital payment services across Libya.<\/p>\n<\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>As part of the Central Bank of Libya\u2019s ongoing efforts to monitor monetary and financial developments and advance measures aimed at reinforcing monetary stability and improving the efficiency of banking services, the Governor of the Central Bank of Libya, H.E.
