Governor of the Central Bank of Libya and Minister of Finance Discuss Mechanisms for Preparing the 2026 Budget and Developing Electronic Collection Systems
As a part of ongoing coordination between the Central Bank of Libya and the Ministry of Finance to support public finance reform programs and enhance digital transformation, H.E. Naji Mohammed Issa, Governor of the Central Bank of Libya, held a comprehensive meeting on, Tuesday, October 28, 2025, with Mr. Khalid Al-Mabrouk Abdullah, Minister of Finance of the Government of National Unity, in the presence of ministry representatives and several directors from the relevant departments of the Central Bank.
During the meeting, participants discussed the ongoing preparations for the 2026 state budget and the mechanisms for collecting government revenues through electronic payment systems, ensuring transparency, speedy collection, and improved efficiency in managing public resources, ultimately consolidating them into the Unified Treasury Account.
The discussion also covered accelerating the collection of data for the “Ratibak Lahzi” payroll system and addressing delays by some entities in submitting their data to ensure the smooth operation and completion of the national payroll database.
Additionally, participants reviewed procedures related to the launch of the ACI system for shipment tracking, recognizing its significance in enhancing financial oversight and facilitating customs clearance and supply chain processes.
At the conclusion of the meeting, it was agreed to establish a joint working team between the Ministry of Finance, the Central Bank, and relevant government entities to coordinate efforts related to electronic collection, in addition to automating communication channels between the Ministry of Finance and the Central Bank, supporting comprehensive financial reform and digital transformation initiatives.
