Governor of the Central Bank of Libya meets with the Deputy Managing Director of the International Monetary Fund on the sidelines of Annual Meetings
Governor of the Central Bank of Libya (CBL), H.E. Naji Mohammed Issa, commenced his series of official meetings on Monday, October 12, 2026, on the sidelines of his participation in Annual Meetings of the International Monetary Fund (IMF) and the World Bank Group, held in Bangkok, Thailand, with a meeting with Mr. Kenji Okamura, Deputy Managing Director of the IMF. The meeting was attended by several senior IMF officials and members of the Governor’s delegation.
The discussions focused on the latest economic and financial developments in Libya and the challenges facing the national economy. They also covered the CBL’s efforts to maintain monetary and financial stability, strengthen fiscal sustainability, and strike a balance between preserving foreign exchange reserves and maintaining the stability of the Libyan dinar, while supporting economic reforms in coordination with the relevant institutions.
The two sides also explored prospects for strengthening cooperation and partnership with the IMF, including leveraging its expertise, technical assistance programmes, and capacity-building initiatives. These efforts aim to support the CBL in developing the banking sector, modernising payment systems, promoting financial inclusion, and enhancing monetary policy instruments and banking supervision amid ongoing institutional and financial fragmentation.
For his part, Mr. Okamura commended the exceptional efforts being undertaken by the Governor to advance economic reforms despite the continuing challenges surrounding the Central Bank, which impede efforts to successfully implement its reform plans.
The Governor, in turn, underscored the importance of continued coordination and consultation with the IMF, as well as support for efforts to achieve economic and financial stability, strengthen confidence in the Libyan economy, and create favourable conditions for sustainable economic growth.
The meeting also resulted in an agreement to launch a package of training and technical assistance programmes for CBL staff during the fourth quarter of 2026. These programmes will cover the compilation of monetary statistics; balance of payments compilation and foreign reserve management; and financial stability enhancement.
In addition, the two sides agreed to commence a self-assessment of the implementation of the Central Bank Transparency and Independence (CBTI) Code this month, accompanied by an intensive training programme for the designated team. Further initiatives will focus on risk-based banking supervision and a review of relevant legislation by specialised experts, including the Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) Law and the updated Banking Law.
This meeting marks the beginning of a series of bilateral engagements that the Governor will hold with senior officials of the IMF and the World Bank Group, central bank governors, and representatives of international financial institutions to discuss issues of mutual interest and strengthen international financial and banking cooperation.
