Central Bank of Libya Governor Holds Expanded Meeting with Commercial Banks and Moamalat Company to Address Liquidity, Foreign Currency, and Electronic Payment

Governor of the Central Bank of Libya, H.E. Naji Mohammed Issa, held an expanded meeting at his office with the general managers of a number of major commercial banks and Moamalat Financial Services Company. The meeting, held on Monday, October 5, 2026, was attended by directors of relevant departments at the Central Bank of Libya and focused on reviewing key banking issues and assessing the progress of measures undertaken to address the challenges facing the banking sector.
The meeting addressed mechanisms for distributing cash liquidity to banks and their branches to ensure it reaches citizens and meets the needs of various regions. It also covered the provision and distribution of local and foreign currency, as well as enhancing banks’ capacity to meet customer needs in accordance with approved regulations and procedures.
Furthermore, the meeting discussed expanding electronic payment options using modern methods and improving the efficiency of electronic services. These efforts aim to reduce reliance on physical cash, foster financial inclusion, and strengthen the banking sector’s readiness to counter cyber risks and threats while protecting banking systems, particularly given that the volume of electronic transactions reached approximately 865 billion LYD by the end of September 2026.
During the meeting, the Governor underscored the importance of maintaining close and direct coordination between the Central Bank of Libya, commercial banks, and Moamalat Financial Services Company. He emphasized the need to further strengthen operational readiness, enhance the quality and efficiency of banking services, and ensure the effective implementation of agreed measures, with any challenges or shortcomings addressed promptly and securely.
