Governor of the Central Bank of Libya and the Prime Minister of the Government of National Unity Discuss Financial situation and Improving the Level of Banking Services

The Governor of the Central Bank of Libya, H.E. Naji Mohammed Issa, met with the Prime Minister of the Government of National Unity, Eng. Abdulhamid Dbeibeh, at the Prime Minister’s Office on Wednesday December 17, 2025, to review the current financial situation and the efforts underway to ensure the availability of cash liquidity and improve the level of banking services.

The meeting addressed coordination with the Ministry of Economy and Trade regarding the opening of letters of credit, in a manner that supports economic stability, meets market needs, curbs speculation in the parallel market, combats the smuggling of currency and goods abroad, regulates import activities through official channels, and strengthens measures and controls related to anti-money laundering and counter-terrorism financing.

Both parties emphasized the importance of close coordination and expressed full support for the efforts of the Central Bank of Libya in addressing speculative activities and the challenges facing the banking sector. They stressed the necessity of continuing the implementation of the “Your Salary Instantly” program, not only to ensure that citizens receive their salaries without delay, but also to reduce waste in the first chapter of public expenditure, with a firm emphasis on obligating all sectors to apply the program without exception.

The Governor also reaffirmed the Central Bank’s commitment to resolving cash liquidity bottlenecks in accordance with the plan adopted by the Central Bank of Libya, and to taking all necessary measures to ensure regular availability of liquidity, improve banking services provided to citizens, and enhance electronic payment services.
