In a significant step toward bolstering the international presence of the Central Bank of Libya (CBL) and expanding its relations with global monetary and banking institutions, the Governor of the CBL, H.E. Naji Mohammed Issa, and his accompanying delegation met today, Thursday, October 15, 2026, with Mr. Pablo Hernández de Cos, General Manager of the Bank for International Settlements (BIS). The meeting was also attended by Mr. Damiano Sandri, Senior Adviser to the General Manager and Head of Office, on the sidelines of the IMF and World Bank Annual Meetings held in Bangkok, Thailand.

The discussion explored prospects for technical and institutional cooperation, leveraging the specialized expertise and programs offered by the BIS. This includes enabling CBL personnel and Libyan commercial banks to participate in intensive workshops and training programs, particularly in banking supervision and oversight, the implementation of Basel Committee on Banking Supervision (BCBS) standards and regulations, risk management, governance, and financial stability. These efforts aim to enhance the efficiency of regulatory bodies and develop the capabilities of the Libyan banking sector in alignment with international best practices.

Furthermore, the meeting underscored the importance of ongoing communication and coordination between the two institutions, as well as exploring collaborative opportunities that support the CBL’s efforts to modernize its banking and regulatory frameworks and keep pace with rapid developments in the global financial and banking industry.

This direction reflects the CBL’s commitment to expanding its strategic partnerships with international financial institutions, cementing its standing in global monetary forums, and benefiting from international expertise to execute its reform agenda. This ultimately strengthens the safety and efficiency of the Libyan banking sector and bolsters confidence in its institutions at both regional and international levels.
