Governor of the Central Bank of Libya Inaugurates the Libya International Electronic Payments Exhibition “EPEX 2026”.
H.E. Naji Issa, Governor of the Central Bank of Libya, officially inaugurated the Second Libya International Electronic Payments and Financial Technology Exhibition (EPEX 2026) on Tuesday evening, 16 June 2026. The opening ceremony was attended by Eng. Abdul Hamid Dbeibeh, Prime Minister of the Government of National Unity, along with a number of ministers, chairpersons and general managers of commercial banks, and representatives of local and international electronic payment companies.
The exhibition, held on 17–18 June under the patronage of the Governor of the Central Bank of Libya, forms part of the Bank’s ongoing efforts to modernize the national payments ecosystem, promote financial inclusion, and accelerate digital transformation across the financial sector.
During the opening ceremony, the Governor reaffirmed the Central Bank’s commitment to implementing its strategy aimed at expanding the use of electronic payment instruments and reducing reliance on cash transactions, thereby enhancing the efficiency of financial services while strengthening transparency and financial inclusion.
Mr. Issa also announced the launch of Visa card acceptance services through local point-of-sale (POS) terminals, as well as the introduction of SoftPOS technology, which enables smartphones to function as electronic payment terminals. These initiatives are expected to significantly expand the acceptance of electronic payments across Libya.
In addition, the Governor announced the commencement of the National Stand-In Processing Service project, a key initiative designed to ensure the continuity of electronic payment services during communication outages or disruptions to banking systems, thereby enhancing the resilience and reliability of Libya’s national payments infrastructure.
The opening ceremony included a tour of the exhibition halls, where attendees were introduced to the latest solutions and innovations presented by participating banks, electronic payment providers, and financial technology companies.
EPEX 2026 is regarded as one of Libya’s leading specialized events in the fields of financial technology and electronic payments, bringing together financial institutions, banks, technology companies, and industry experts to discuss the future of digital financial services in Libya.
