Governor of the Central Bank of Libya announces from Tripoli the launch of the National Financial Inclusion Strategy and a number of transformative projects during the opening of the Electronic Payment Forum and Exhibition

During his speech at the opening of the first edition of the Electronic Payment Forum and Exhibition, H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, announced the launch of Libya’s National Financial Inclusion Strategy 2025–2029, affirming that it reflects a national, ethical, and professional commitment to all segments of society.

The Governor emphasized that the strategy, developed by the Central Bank with national expertise, aims to provide safe, affordable, and easily accessible financial services, with strict protection of personal data.

He also announced the launch of a set of major accompanying projects, most notably:

  • A Financial Inclusion Accounts Project targeting financially excluded groups;
  • A Banking Data Protection System to ensure the confidentiality and privacy of individuals' information.
  • Support for the country’s digital transformation through full digitization of government payments.
  • Localization of the foreign currency payments infrastructure under the supervision of the Central Bank.
  • Development of a legal and technical framework for the use of digital and crypto currencies.
  • Launch of a Digital Banking Identity to facilitate electronic transactions.
  • Provision of domestic money transfers via a national platform without requiring a bank account.

The Governor concluded his speech by affirming that these initiatives pave the way for a modern digital economy that is more equitable and inclusive, while also enhancing financial stability and development in Libya.
