Announcement regarding assigning a new Board of Directors for the Central Bank of Libya

The Central Bank of Libya proudly welcomes the issuance of Decision No. (17) of 2024 by the Presidency of the Libyan House of Representatives, which formalizes the appointment of its Board of Directors. This marks a pivotal moment in the Bank’s strategy toward enhancing financial governance and reinforcing its role as a cornerstone of Libya’s economic recovery.
With a renewed sense of purpose, the Board is committed to fulfilling its duties in line with Banking Law No. (1) of 2005 and its amendments. The CBL is prepared to implement key structural reforms aimed at revitalizing monetary policy, all while striving to meet the aspirations of the Libyan people for a prosperous and stable economic future.

Governor of the Central Bank of Libya discussed the experiences of global central banks in managing inflation, and the challenges facing African central banks.

H.E Mr. Saddek Omar ElKaber, the Governor of the Central Bank of Libya, participated along with Mr. John C. Williams, Executive Director of the Federal Reserve Bank of New York, Agustin Carstens, General Manager of the Bank for International Settlements (BIS), Kazuo Ueda, Governor of the Bank of Japan, and Ms. Christine Lagarde, President of the European Central Bank, in attendance of several governors from global and African central banks, the discussion involved the experiences of the French, Canadian, European, Japanese central banks and U.S. Federal Reserve in managing inflation. The meeting also addressed the challenges facing African central banks, the importance of coordination and cooperation among them, and the role of central banks in financial stability, emphasizing the significance of central bank independence. This discussion took place during the annual meeting of African central bank governors on the sidelines of the BIS’ annual meeting in Basel, Switzerland, on Sunday, 30th of June 2024.

Governor of the Central Bank of Libya welcomed the French Ambassador to Libya

H.E Mr. Saddek Omar ElKaber, the Governor of the Central Bank of Libya, met with Mr. Mostafa Mihraje, the French Ambassador to Libya, on Wednesday, 8th of May, 2024. The meeting covered several topics, including the development and support of relations between the (CBL) and France in areas such as anti-money laundering, counterterrorism financing, compliance, risk management, and enhancing capabilities in the field of cybersecurity. The meeting also discussed the economic forum scheduled to take place in Paris on 3th of July, 2024, with an invitation extended to the Central Bank to participate, along with various local and international financial and economic figures.

Governor of the Central Bank of Libya receives the first team of the head of the Libyan Intelligence Service

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya , met with Lieutenant General Hussein Muhammad Al-Ayeb, Head of the Libyan Intelligence Service, within the framework of monitoring the general situation and discussing areas of cooperation within the jurisdiction of the National Committee for Combating Money Laundering and Terrorist Financing.

The meeting covered several issues, the most important of which are the efforts made to approve the 2024 budget, the role of the CBL in maintaining the state’s financial sustainability and rationalizing public spending, and supporting the efforts of the National Oil Corporation to achieve its goals in increasing oil and gas production, the latest developments in the Central Bank unification project, besides the role of Egyptian companies For the reconstruction of Derna and neighboring areas.

Governor of the Central Bank of Libya receives the Greek Ambassador to Libya.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, received, Mr. Nikolaos Garilidis, the Greek Ambassador to Libya in Wednesday7th of february,2024, praising the efforts of the Central Bank of Libya at this important stage , and emphasized its role in encouraging Greek companies to return to work in Libya and the possibility of resolving debts Hospital-based treatment in Greece
The meeting also covered the steps taken to approve the 2024 budget.

Governor of the Central Bank of Libya received the Special Deputy Representative of the General Secretary of UN to Libya.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, received Ms. Georgette Gagnon, Special Deputy Representative of the General Secretary of UN to Libya and a Coordinator of Humanitarian Affairs, in Thursday February 2/1/2024. Ms. Gagnon spoke about the repeated visits to Derna and neighboring areas, which she was conducted in order to find out the extent of the damage and ways to help finance reconstructions. The meeting also touched on the role of well-known humanitarian and charitable societies and facilitating their procedures with the Libyan commercial banks in accordance with the excited regulations.

Governor of the Central Bank of Libya received the Ambassador of the Federal Republic of Germany to Libya.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, received Mr. Michael Ohnmacht, the Ambassador of the Federal Republic of Germany to Libya in Thursday, 1st of feb, 2024. The meeting covered several topics of common interests, for instance: the role of the Central Bank of Libya in the reconstruction program of Derna and the surrounding areas, the possibility of consulting with the World Bank to benefit from its experience in this field, the latest developments in the CBL unification process, the steps taken to adopt a budget for the year 2024, and support for the institution National Oil Company to increase production. The Libyan-German Economic Forum, which will be held in Libya at the end of February, with the participation of many German and Libyan businessmen was also discussed during the meeting.

Governor of the Central Bank of Libya chairs the first meeting of the National Committee for Combatting Money Laundering and Terrorist Financing

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya chairs the first meeting of the National Committee for Combatting Money Laundering and Terrorist Financing for the year 2024, in attandance of the members of the committee, representatives of the authorities concerned with the anti-money laundering and terrorist financing, at the headquarters of the Libyan Financial Information Unit in Tripoli, to discuss the most important local and international developments, the Libyan state’s preparation for the Financial Action Task Force’s (FATF) mutual evaluation process, the preparations to carry out the national money laundering and terrorist financing risk assessment, increasing cooperation and coordination between the national authorities within the AML/CFT regime, and unifying their efforts to maintain the integrity of the financial system, the national security of the state, and to ensure compliance with international requirements and standards.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, meet with project managers to follow up on the progress of strategic projects and reviewing the progress of work and what has been achieved, to note the completion rates of the remaining projects, and launch a package of new projects for the year 2024, including the development of electronic payment methods and instant inter-bank payments and completion of the Fintech Lab.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, meets with Gianluca Alberini the Ambassador of Italy to libya in, January 7th , 2024, in attandance of the Economic Adviser at the Embassy, the representative of the Italian Financial Police, and the directors of the Libyan Financial Information Unit and the Compliance Unit at the Central Bank of Libya.
The meeting discussed the importance of cooperation in the field of money laundering and terrorist financing, the risks and challenges that Libya is going through in this regard, and the possibility of benefiting from the experiences of the Italian side in developing and supporting the capabilities of the Bank of Libya in cooperation with the Italian Financial Police Academy.
