Governor of the Central Bank of Libya meets with the Ambassador of Qatar to Libya

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, met with the Ambassador of Qatar to Libya Khaled Al-Dosari,in January 7th, 2024,who praised the role of the Central Bank of Libya in this important and sensitive stage, during the meeting, views were exchanged on many issues of common interest and discussed, Updates on the process of unifying the Central Bank of Libya and ways to support the private sector to stimulate the economy.

Governor of the Central Bank of Libya participates in the 43rd IFSB Council meeting in Jeddah.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, and Mr. Mare Moftah Salim, Deputy Governor, participated in the 43rd IFSB Council meeting in Jeddah, Saudi Arabia, on Friday, December 29th, 2023, in attendance of central bank governors who are members of IFSB, the meeting discussed developments in the Islamic finance sector, and the role of the Islamic finance sector in supporting sustainable economic growth and financial inclusion.

Governor of the Central Bank of Libya met with CBL departments’ directors to initiate a local credit rating.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, met with the CBL departments’ directors, and the expert Dr. Khaled Mohammed Raheel, a professor at Omar Al-Mukhtar University, to discuss the feasibility of introducing credit ratings in the Libyan market, which is considered as one of the tools for measuring creditworthiness, that could be achieved through conducting studies and analysis of the banks’ financial position, measuring the banks ability to borrow, and meeting obligations.

Governor of the Central Bank of Libya met with Mr. Mohamed Al-Manfi, Chairman of the Presidential Council

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, met in December 21st 2023 with the Chairman of the Presidential Council, and the Chairman of Supreme Finance Committee, Mr. Mohamed Al-Manfi, to follow up on revenues and expenditures for the year 2023, cooperate to prepare the 2024 budget, and make the necessary efforts to rationalize spending in coordination with the relevant authorities.

Governor of the Central Bank of Libya met the US delegation.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, met in December 21st 2023 with Mr. Richard Norland the US Special Envoy for Libya, and Mr. Jeremy Brent Chargé d’affaires of the US Embassy to Libya and Ms. Georgette Janeon Assistant Secretary-General for Coordentation of Humanitarian Affaris in the UNSMIL, to discuss efforts of Derna reconstruction and affected areas, and to cooperate with the US Agency for International Development (USAID) and PRAGMA to improve the efficiency of CBL departments. Along with following up the expenditures and revenues for 2023 and cooperate with relevant authorities to prepare the 2024 budget, address fuel subsidies, rationalize spending and continue transparency and disclosure efforts.

The Governor of the Central Bank of Libya met with the British Ambassador to Libya.

H.E Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, met with Mr. Martin Longden, the new British Ambassador to the State of Libya on 20th of December 2023,they exchanged views on many issues of common interest, the Ambassador praised the role of the Central Bank of Libya in supporting the financial stability of the state, fighting corruption, and reconstructing areas affected by floods.

The Governor of the Central Bank of Libya met with Moamalat Financial Services Company’s Board of Directors.

H.E Mr. Saddek Omar Elkaber, Governor of the Central Bank of Libya, met with Moamalat Financial Services Company’s Board of Directors, in 20th December 2023, to follow the implementation of the Fintech project (eKYC, Instant Payment, Open Banking) for 2023 with the relevant departments of CBL and Moamalat Financial Services Company the National Switch’s operator to pursue the most important projects of the national payments system and the plan to issue technical controls for the acceptance network.

The Governor of the Central Bank of Libya and his deputy meet with the bank’s department directors and advisors

H.E Mr. Saddek Omar ElKaber, the Governor of the Central Bank of Libya, with the participation of Mr. Maree Al-Barasi, the Deputy Governor, held a meeting in his office on Monday, December 18, 2023, the meeting included discussions with bank directors and advisors, the agenda of the meeting covered the following of 2023 public budget expenditure and revenue, preparations for the 2024 budget, and a review of foreign exchange usage to achieve the vision of the Central Bank of Libya in maintaining the financial sustainability,the meeting also addressed various topics related to the development of banking sector, updates on electronic payment systems, and the consideration of developing data and reports issued by the CBL regarding achieving higher disclosure and transparency.

The Governor of the Central Bank of Libya meets with the US special envoy to Libya

The Governor of the Central Bank of Libya, H.E Mr. Saddek Omar Elkaber, met in Tunisian capital on Friday, 15th of December 2023 with the US Special Envoy and Ambassador to Libya Richard Norland, and Mr. Jeremy Berndt, Chargé d’Affaires of the US Embassy to Libya, to discuss the steps of unifying the Central Bank, the public expenditure for the year 2023 and preparing for the 2024 budget. Besides, a discussion of the efforts to rationalize spending, address fuel subsidies, and the role of the CBL in the reconstruction of Derna and the affected areas in a way that achieves transparency and disclosure towards local and international parties.

Concluding a workshop on the preparations of balance of payments and international investment position statistics in Libya.

On Thursday 7th of December 2023 the workshop on improving the methodology for preparing BoP and IIP statistics for Libya. This workshop was started two weeks ago, in cooperation with the International Monetary Fund’s expert mission. The Fund’s experts praised the efforts of the Central Bank of Libya in preparing statistics and data in accordance with the BPM6, and the experts has also praised the key role played by the CBL in enhancing joint coordination with the rest of the relevant state institutions, the most recent of which was the development of an electronic platform BPP for collecting the external sector data in cooperation with Commercial banks.
