Central Bank of Libya announces evolution of instant payment services statistics

In implementation of the Central Bank of Libya’s strategy to promote financial inclusion, and in line with the e-payment services development plan adopted by the Board of Directors at its first meeting. The Central Bank announces the latest statistics for instant payment services: LYPay and OnePay, which were recently launched.
The Central Bank of Libya asserts that it will continue to gradually raise the transfer and purchase ceiling through instant payment services.

Statistics for LayPay and OnePay from 22/09/2024 to 20/11/2024 are as follows:

LYPay Instant Payment Service:

  • Number of subscribers – Individuals: 834,814
  • Number of subscribers – Merchants: 4,511
  • Value of transactions (Purchases + Transfers): 46,972,954.602
  • Number of transactions (Purchases + Transfers): 56,797

One Pay Instant Payment Service:

  • Active merchants: 3,517
  • Beneficiary accounts: 119,941
  • Total POS: 21,769
  • Number of transactions: 171,149
  • Value of transactions: 402,582,580 LYD

Central Bank of Libya’s Board of Directors convenes its first meeting

The Board of Directors of the Central Bank of Libya met on Sunday 11th of November 2024, at the headquarters of the Central Bank of Libya, the meeting was chaired by H.E Naji Mohammed Issa, the Governor, his deputy, Mr. Maree Al-Barasi, and in the presence of all board members. The meeting concluded with the following statement.

The Central Bank of Libya announces the successful completion of the first phase of launching the LYPay service.

The Central Bank of Libya announces the success of the first phase of the “LYPay” service, which it launched on August 1st, 2024, with raising transfer ceilings daily from 500 to 1000 LYD, weekly from 3000 to 6000 LYD, and monthly from 5000 to 10,000 LYD. In addition, the purchase ceilings daily from 1500 to 3000 LYD, weekly from 5000 to 10,000 LYD, and monthly from 10,000 to 20,000 LYD.

The bank will continue to raise these ceilings gradually.

Monitoring the work of the Central Bank amidst threats and pressures facing the bank, its employees, its systems, and its international relations was the main topic discussed during the phone call between H.E. Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, and Ms. Stephanie Khoury, Deputy Special Representative of the Secretary-General of the United Nations, Acting Head of the Mission in Libya, late on Monday, 19th of August, 2024. Ms. Khoury expressed the United Nations’ full support for the Central Bank of Libya and its continued role in maintaining financial and economic stability and preserving the country’s resources. She also welcomed the support of the House of Representatives and the High Council of State for the Central Bank and their rejection of unilateral measures taken by the Presidential Council that fall outside its jurisdiction.

The British Ambassador expressed the United Kingdom’s full support for the Central Bank of Libya in its prominent role in maintaining financial and economic stability and safeguarding the country’s resources over the past years.

Governor of the Central Bank of Libya met with the directors of the Central Bank’s departments

Following the latest developments, H.E. Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, held an expanded meeting on Monday, 19th of August, 2024, with several directors of the Central Bank’s departments. The meeting aimed to review the operations of the bank’s departments and the restoration of its systems after the release and safe return of Mr. Eng. Musab Msallem, the Director of the Information Technology Department.

Mr. Saddek Omar ElKaber, Governor of the Central Bank of Libya, and Mr. Richard Norland, the U.S. Special Envoy to Libya, on Monday, 12th of August 2024, in Tunisia. The Special Envoy affirmed his country’s full support for the Central Bank of Libya in facing these threats and maintaining the stability of the Central Bank to ensure it can fulfil its designated role effectively.
