During The Governor’s attendance of the Annual meetings of the World Bank the International Monetary Fund for year 2018, held in Bali Indonesia from the 11th till the 13th of October 2018,Mr.Saddek Omar Elkaber met with Mr.Alali Mohamed Abker, Minister of the financial and budget affairs of Chad, as they have discussed rescheduling of the existing loan between the state of Libya and state of Chad since 2009 for settlement.
Mr.Saddek Omar Elkaber,Governor of the Central Bank of Libya, met Ms.Stafany Williams,The Deputy Representative of the general secretary of the united nations for the political affairs in Libya.
This meeting was under the frame of communication with the UN, where they reviewed the latest developments related to the program of economic and financial reform besides the work of both branches of The Central Bank of Libya ,Tripoli and Al-Bayda.
Headed by chairman,Mr.Saddek Omar Elkaber ,The National Committee for combating money laundering and financing of terrorism, held its second meeting on Sunday 29th of July2018,the meeting was attended by members representing authorities of, The General Intelligence, Ministry of Interior Affairs, Ministry of Foreign Affairs, Ministry of Justice, Ministry of Finance, Customs Administration, Tax Administration, Insurance Supervisory Authority and the Libyan Capital Market.
The Committee discussed a number of topics, foremost of which is the Libyan strategy to combat money laundering and financing of terrorism as well as the activation of mechanisms of coordination and local cooperation among the concerned parties.
Mr.Saddek Omar Elkaber, Governor of the Central Bank of Libya meets with Mr.Ahmed Doghan the Turkish Ambassador to Libya at his office on Tuesday 12th of June 2018 , as they discussed during the meeting the mechanism of cooperation between the corporations of the state in both countries and the latest updates concerning the reactivation of the Turkish companies in Libya.
A meeting was held at the Central Bank of Libya on Friday night 6-6-2018, with the attendance of Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya , Dr.Fathi Elmijrbi, Deputy president of the presidential council , Mr.Mohammed Takalla, Head of the development of the economic and social projects committee of the supreme council of the state, besides the presence of a number of consultants and Directors of Departments of The Central Bank, as the framework of measures for the reform procedures decided at the latest sessions concerning the economic dialogue that were held in Tunisia were according to three sections as follows :
First: processing the Libyan Dinar exchange sales case.
Second: Processing the support case.
Third: The mechanism of compensation to mitigate the repercussions and effects of the economic reform decisions on the living of the citizens.
As all agreed on the continuation of work between the concerned parties as all attendees will meet again next Sunday .

As we are succeeding in the way to our target of the economic reforms to relief the suffering of the Libyan citizen today, we are here to share a number of reforms that we assure.
The reforms provided is considered the best in compare to the conditions that Libya is going through and still hoping to go beyond this stage as with in the framework of reforms we can decrease the suffering of the Libyan citizen.
We are all trying our best to fix what can be reformed according to the Timeline provided noting that we are optimistic about the outcome of these reforms.
In the framework of cooperation and collaborations between institutions , Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya met with Mr.Emad Alswayeh,Head of the High National Elections Commission as they discussed and arranged the ways of supporting the Election Commission during the coming period as it will be preparing several important benefits , as the Governor expressed the full readiness of The Central Bank of Libya to cooperate with the Election commission assuring that the bank will work on overcoming any difficulties or obstacles facing the commission , In addition , Mr.Emad , Head of the High National Elections Commission shared a summary of the preparations for the organization of the upcoming national elections , either presidential or parliamentary elections or the referendum on the constitution during the coming period .
In which all Libyans hang hopes on in achieving security and stability and ending the political division of the state.
In the presence of Mr.Saddek Omar Elkaber,Governor of The Central Bank of Libya , Departments of the CBL held a meeting concerning what the report for year 2017 of the Audit Bureau mentioned concerning the performance of The Central Bank and it’s Departments and how it contained baseless allegations and accusations , as they discussed during the meeting on the mechanism for preparing responses and clarifications ,besides a team was formed to collect the responses of the CBL department to the contents of the report of the Bureau of inaccuracies misleading the public opinion, as the dead line of collecting the responses will be after two weeks to be forwarded to the Governor with a recommendation to be sent to the Audit Bureau and the concerned parties.
Friday 11th of May 2018 was the finish day of the meetings held between Experts of The Central Bank of Libya and The World Bank in the capital of Tunisia under the frame of the Technical Support provided by The World Bank in which includes the comprehensive assessment to the Financial Sector in Libya as the Fundamental Terms were discussed during these meetings, besides the agreement on the scope of the proposed work, in which included three main references:
Legal, regulatory and institutional framework for the sector.
Structure and functioning of the financial system.
Financing Minor,Small and Medium scale business.
In addition , The Discussions included a vision in studying The Islamic Finance to initiate the implementation of a strategy and a plan to improve Islamic Banks and as there was an agreement at the end of the held meetings on the program and the work plan, beside the agreed voting concerning the specifications and qualifications of the consultants who will conduct the study and the requirement as they have sufficient experience in the banking and financial field.
Mr.Saddek Omar Elkaber,Governor of the Central Bank of Libya met with Mr.Marwan Alabasi,Governor of the Central Bank of Tunisia on Thursday 10th of May 2018 at the Capital of Tunisia under the frame of discussing ways of improving the relation of cooperation and experience between both institutions, specifically in the field of Anti money Laundry and terrorism financing.
It should well mentioned that this was the first meeting in concern, in which supports the continues coordination between both institutions as it also provides the good relation between both countries and responsibility of the supervisory monetary authority in the two countries concerning the role of Anti money Laundry and terrorism financing and the importance of uniting the efforts and coordination to face this phenomenon.
According to the Discussions of The Central Bank of Libya and the National Accord Government concerning the Financial arrangements for year 2018, a meeting was held at The Central Bank of Libya This morning 9-5-2018 in the presence of Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya and Dr.Fathi Almijbri,Deputy president of the National Accord Government beside members of The Central Bank of Libya considered to coordinate with the Government concerning the financial arrangements ,besides the presence of the financial minister of the National Accord Government , The Under-Secretary and Director of the Treasury Department and director of the ministry’s information center,as the meeting led to the agreement on approving the financial arrangements of year 2018 of the amount (42,511,430,000) (forty-two billion five hundred and eleven million four hundred and thirty thousand Libyan dinars),agreeing to provide a mechanism to follow up the implementation of these arrangements to ensure their good implementation and achieve the goals set for them.
