Governor of The Central Bank of Libya meets with Officials of the Arab Monetary Fund , International Monetary Fund and The World Bank at the “Stability For All” Conference held at Morocco

Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya accepted the invitation of the International Monetary Fund, The Arab Monetary Fund and the Moroccan Government to attend the conference held on the 29th of January 2018 at Marrakesh city under the name “Stability For All” and all meetings followed, as the Governor met with Mr.Abdullrahman Abdullah Alhmedi, chairman and Head of the board of Directors of the Arab Monetary Fund.

The meeting included discussions around the cooperation and coordination between the Arab Monetary Fund and the Central Bank of Libya.

Mr.Alhmedy praised during the meeting, the efforts provided by the Governor of The Central Bank of Libya, confirming his readiness for providing more cooperation and coordination.

Mr.Saddek Elkaber assured that The Central Bank of Libya is continuing in implementing policies supporting the economy of the Libyan State and stressed his keenness in continuing the naturalness of The Central Bank to stay an Independent Institution that seeks to preserve the Libyan Capabilities away from any political divisions.

Mr.Saddek Elkaber also met with Deputy of the Head of the International Monetary Fund, Executive manager of the International Monetary Fund and a number of Governors of Central Banks, Financial ministers and officials of The World Bank.

 

The Governor of The Central Bank of Libya meets with Head of The System of Selling Foreign Exchange to Heads of Libyan Households

As part of the follow up to the procedures of providing foreign exchange for heads of Libyan households for year 2018 and to ensure the instructions issued by the Central Bank of Libya regarding the regulations established within the Circular No.2 for year 2018, Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya held a meeting at his office with head of the system of selling foreign exchange to heads of Libyan Households and departments and the departments concerned. The issues concerning heads of Households who were unable to apply the foreign exchange in year 2017 were discussed during the meeting, in order to ensure the establishment of controls and procedures to ensure access to them this year.

A meeting with The General Union of Libyan Students and the National Organization of Youth Support by the Governor

Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya met with members of the public union of Libyan students , Head of the national organization of Youth support and members of a number of organizations that represent students in Libya at his office , In the presence of a number of Officials and Directors of some departments of the bank. The Governor assured the important role of the youth regarding their participation in ending the political division and the required reforms to successfully plan Libya’s future.

The Central Bank of Libya meets with The Superiors and members of The supreme judicial council concerning the Economic and Reform Program

Within the framework of the economic and financial reform program and the confirmation of The Central Bank of Libya to the huge role of the judicial institution for providing stability and overcoming crises , an expanded meeting was held at the Supreme Judicial council by the attendance of The Consultants, superiors of the Judicial Authority and the presence of a team from the Central Bank of Libya , Headed by the Governor, as the attendees listened to the reform program that was viewed , which included the executive procedures that the program requires and the determination of  the responsibility of the institutions of the state each according to its specialization . After the welcoming of The Consultant, Mr.Mohammed Alhafi , Superior of The Judicial council ,the attendance of Mr.Saddek Omar Elkaber , Governor of the Central Bank of Libya and his accompanying team , He assured the collaboration of the Judicial institution for the proposals provided concerning the reform program, as he guarantees its effect in solving the crisis . In addition, the consultants stressed the support of the Judicial institution for the plan of the economic and financial reform program and considered it an important rescue plan, besides the affirmation of the superior  judicial council that the reform is a solidarity responsibility for all Libyans and we all have to stand together to face the repercussions of the crisis in Libya ” No Life for us , if we do not  keep  Libya alive”.    

The Governor meets the Ambassador of the federal republic of Germany to Libya

Mr.Saddek Omar Elkaber, Governor of the Central Bank of Libya , met with Mr.Christian Buck , Ambassador of the Federal Republic of Germany and the delegation accompanying him , as they discussed the economic and financial situation beside the role of the Central Bank of Libya , during this period by the economic and financial reform program provided.

Mr.Christian Buck assured the support of his country to provide any help for the sake of the political stability in Libya , beside supporting the efforts of the Central Bank of Libya concerning the economic and financial reform.

A meeting with the British Ambassador to Libya by the Governor

Mr.Saddek Omar Elkaber , Governor of the Central Bank of Libya ,met with Mr.Peter Millett , the British Ambassador to Libya at his office , they discussed the economic and financial situation , as they both agreed that ending the political division and taking a step to a stable political situation ,beside ending the role of parallel institutions , will lead to the success of any economic and financial program for Libya.

The discussion also addressed the role of the Central Bank of Libya during this period and the support that the United Kingdom can provide for this role , as Mr. peter confirmed the support of his country for the efforts of the Central Bank of Libya and it’s appeals concerning providing economic  and financial reforms for the current financial and economic crisis that Libya is going through .

A French court judged for the sake of The Central Bank of Libya by cancelling the execution of 100 Million Dollars by the Kuwaiti company , Al-Kharafi

On the 28th of November 2017 , after twenty months of deliberations and defenses , finally the executive judge of Nanterre , the magistrates court , which is at the suburbs of Paris , has pronounced a judgment of cancelling the execution which was implemented on the 3rd of April 2016  by the Kuwaiti company , Al- Kharafi , concerning 100 million dollars owned to the Central Bank of Libya at the Credit-Agricole  bank , the judgment also pronounced obliging  Al – Kharafi company with the expenses and the immediate implementation of the judgment . This matter was regarding the implementation of Al- Kharafi company to the judgment pronounced by an arbitral tribunal at Cairo on March 2013 for the sake of Al-Kharafi company against the Libyan government for One Billion Dollars. The Central Bank of Libya had faced the execution mentioned by a prosecute at the French courts on the 11th of April 2016 and during the case the company  tried to make the political and institutional division of the Libyan state a chance for it to win this case.
