Governor of The Central Bank of Libya met with the Ambassador of Austria and the Commercial consultant

Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya met with Mr.Ronald Shtorm, Ambassador of Austria to Libya and Mr.Martin Willer, Commercial Consultant  at the Embassy in his office on Monday 23rd of April. The meeting was around the resumption of the Austrian Companies in Libya and the role of The Central Bank of Libya in overcoming the financial procedures in concern, in order to ensure it’s soon return to Libya.

The Governor meets Ambassador of the republic of Korea

Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya met with Mr.Choi sung sew,Ambassador of the republic of Korea today ,Thursday 19th April 2018. The meeting was around discussing solutions for the sake of returning Korean companies to Libya to resume their projects ,facilitating the financial procedures regarding these companies, as the Ambassador expressed his country’s desire to reopen the Embassy of the Republic of Korea in Libya as soon as possible.

The Central Bank of Libya participates in the first international conference in Tripoli concerning Combating Terrorism

The Central Bank of Libya participated in the activities of the international conference of  combating Terrorism which was held in Tripoli 15th of April 2018 under the name( Libya and Combating Terrorism : The Reality and Challenges ), in which aims on developing the national capacities in this field and provide the efforts of the Libyan state on combating financing terrorism and monitoring the crime, besides putting a strategic national united vision in Libya to combat terrorism as attendees discussed several main themes as, The main financial information unit of the Central Bank of Libya participated with two scientific papers:
  •  Issues related to terrors ( Illegal immigration – weapon smuggling – Drug dealing )
  •  The integration of national databases and its impact in supporting combating Terrorism
And at the end of the sessions of conference, a number of important conclusions were reached, primarily the recommendation to implement the proposal submitted by the financial information Unit on a mechanism to coordinate local cooperation in combating Terrorism , stopping the sources of Terrorism and crimes, which includes forming team works in each party concerned in the role of combating terrorism considered as a core for effective local coordination and training the considered parties to formulate policies to combat financing terrorism.

The Deposit Insurance Fund in Libya

The Depositor’s Insurance fund is considered an independent financial corporation under the supervision of The Central Bank of Libya as it’s mail duty is taking care of the depositor’s money ,in an aim of supporting saving , enhancing trust to the banking system and providing financial stability for the State ,besides the preventive role which is based on studies, researches and analysis of financial core of member banks as a completing to the role of The Central Bank by a team of inspectors to supervise conditions of banks . Governor of The Central Bank of Libya meets with the Turkish Ambassador to Libya

Mr.Saddek Omar Elkaber, Governor of the Central Bank of Libya met with Mr.Ahmed Dogan, Tirkish Ambassador to Libya at his office in Tripoli on Sunday 1st of April 2018 ,as they discussed prospects of the Libyan and Turkish cooperation and both discussed some subjects related to the return of Turkish companies operating in Libya.

A meeting around combating money laundering and terrorism financing between Governors of Central Banks of Libya, Algeria and Tunisia

In the framework of coordination and cooperation between the neighboring countries , a meeting was held last Tuesday 27th of March 2018 at the Capital of Algeria with the presence of Mr.Saddek Omar Elkaber,Governor of the Central Bank of Libya, Mr.Mohammed Loukal, Governor of the Central Bank of Algeria and Mr.Marouane Abassi, Governor of the Central Bank of Tunisia to discuss the mechanism of money laundering and Terrorism financing as well as exchanging information and experience among the three countries , besides the coordination and cooperation.  

The Governor meets with Minister of finance of Malta in the framework of cooperation and coordination

In the framework of cooperation and coordination Mr.Saddek Omar Elkaber, Governor of the Central Bank of Libya meets with Mr. Edward Scicluna, Minister of Finance of Malta on last Tuesday 27th of March 2018 and Mr.Marouane Abassi, Governor  of the Central Bank of Tunisia at the Capital of Aljeria in the framework of cooperation and coordination with the European Union in the field of combating money laundering and Terrorism financing.  

A workshop around the financial and economic reform program in the presence of activists and civil society institutions

The Central Bank of Libya held a discussion workshop on Saturday the 17th of March 2018 with a number of activists and civil society institutions concerning clarifying the contents of the financial and economic reform program in Libya , In which the state institutions participated in as The Central Bank of Libya and the presidential council were on head of this program , besides a group of experts, specialists and academics as it’s a national program to save the national economy. The presence of civil society activists and organizations expressed their full support for the need to launch the economic reform program and it’s a must that all institutions starts to provide it’s role and speed in enlighten the public opinion in this program ,to get support as much as possible and so that everyone gets ready for the economic reform to solve the repercussions of the crisis and prepare the national economy for sustainable development projects . The participants assured that the proposed program should be more realistic to be easier in implementing , beside stressing that the need to end the political and institutional division as it’s a prerequisite for the success of any reform program, regardless of it’s content.

The Financial Action Task Force FATF removed Libya from the Check list

On the 20th of February 2018 a major achievement happened as the resolution of the international country risk Guide of financial action task force was published , as Libya was included in the list of states subjected to be followed up concerning it’s ability to apply the standards and obligations to combat money laundering and terrorist financing offenses. The step of FATF means that Libya comply’s all the requirements and obligations to combat money laundering and terrorist financing crimes according to the international standards which positively reflects the reputation of the Libyan state and enhances the confidence of international financial and economic institutions with in its financial and banking institutions. The Central Bank of Libya congratulates everyone for this step and thanks everyone contributed to the completion of the staff and departments of the Central Bank and it’s consultants as he thanks the presidential council of the national accord government and the minister of Justice for their efforts and support for the national interest.

A workshop around The Economic Reform Program arranged by The Faculty of Economics and Commerce of Al- Mirgab University, Sponsored by The Central Bank of Libya and The presence of The Governor

Mr.Saddek Omar Elkaber, Governor of The Central Bank of Libya started the workshop that was held in Libya on Thursday 1-2-2018 at Corinthia Hotel in the presence of a number of members of The House of Representatives, The Supreme Council of The State, a number of Ministers and Officials of The National Reconciliation Government, Principles of Universities and Faculties besides faculty members,  by discussing the economic and financial reform program The Governor mentioned in the opening speech that The Central Bank of Libya in partnership with the Presidential Council has provided a number of reforms and policies that will ensure processing the structural distortions in the Libyan economy. Mr.Saddek Omar Elkaber, The Governor , has mentioned the obvious increase of the Revenues of the country during year 2017 which exceeded 13 Billion Dollars noting that The Central Bank relies on the members of the teaching staff of Libyan Universities , The Youth and all categories of Libya to participate in succeeding the economic reform program to save the economy and reform the financial crisis that the country faced the last period , stressing that The Central Bank of Libya will continue in the economical reforms , which has became an urgent necessity for everyone, first and for most ending the political division of the state which resulted lack in security and other negative results, hoping that year 2018 will be an effective launch for  the economic and financial reform program that will provide a remarkable improvement for the country. The workshop included three scientific sessions , where several papers were presented and it’s expected that important recommendations will be issued to the concerned parties to implement the economic and financial reform program.
