Governor of the Central Bank of Libya and his Deputy meet with the General Managers of Commercial Banks

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya ,and his Deputy, held an extensive meeting, with the General Managers of major commercial banks, representatives from Moamalat Financial Services Company, and several directors of relevant departments in Central Bank on Wednesday, 21 May 2025.

The meeting addressed a range of key issues, foremost among them the readiness of commercial banks to implement the upcoming cash distribution plan, especially in light of the exceptional circumstances the country is currently facing discussions also covered ways to enhance and develop electronic payment services, with the aim of improving the quality of banking services and expanding financial inclusion.

The Governor emphasized the importance of unifying efforts and strengthening coordination to ensure the continuity of financial services provided to citizens, thereby reinforcing trust in the banking sector. He urged banks to intensify efforts to upgrade their technological and digital infrastructure, particularly in the fields of electronic payments and instant payment services, given their critical role in improving operational efficiency and broadening the reach of banking services.

During the meeting, it was agreed to reduce the commission fee on electronic payment services to 0.5% for the time being. Additionally, banks were encouraged to extend working hours to better meet customer needs for cash withdrawals ahead of Eid al-Adha. Banks were also urged to enable interbank transactions through ATMs (Off-us transactions).

The Governor and his Deputy concluded the meeting by underscoring the necessity of full compliance with the regulations and directives issued by the CBL, in order to promote discipline, transparency, and the continued stability and development of the banking sector.

As part of the meeting, participants reviewed recent electronic payment statistics, which reflected significant advancements and record-breaking growth across various indicators.

The Central Bank of Libya and the General Authority for Exhibitions and Conferences have announced the new date for launching the Electronic Payment Forum and Exhibition, the largest banking event in Libya, which will take place from 15 to 17 June 2025 at the Tripoli International Fairgrounds, under the generous patronage of the Governor of the Central Bank of Libya.

This event is the first of its kind in Libya in terms of scale and specialization in the field of electronic payments. It aims to showcase the latest solutions and technologies in digital payments and to explore the prospects of digital transformation in the financial and banking sector. The forum will contribute to supporting financial inclusion strategies and enhancing the digital infrastructure of financial services in the country.

The forum is expected to attract a wide range of participants, including representatives from commercial banks, technology companies, government institutions, and local and international experts and specialists This makes it a leading platform for exchanging expertise and presenting initiatives and projects related to digital transformation in the financial sector.

The organization of this event comes within the framework of the Central Bank of Libya’s ongoing efforts to promote financial innovation and activate modern payment systems. It is being held with the direct support and supervision of the Bank, and in cooperation with the General Authority for Exhibitions and Conferences.

Governor of the Central Bank of Libya Conducts an Inspection Visit to the Central Bank’s Buildings

As part of ongoing monitoring of the Central Bank of Libya’s status, the Governor conducted an inspection visit to assess the damage sustained by some of the Bank’s offices and vehicles on Sunday, May 18, 2025.

The Governor met with several department directors to discuss the Bank’s operational status and the banking sector’s continuity within the framework of Business Continuity Plan. The meeting focused on ensuring the provision of banking services to citizens ahead of the upcoming Eid al-Adha holiday. Key topics included expediting the disbursement of May salaries, should the relevant documentation be received this week, and coordinating with commercial banks and regional issuance departments to ensure liquidity availability and the uninterrupted delivery of electronic payment services to facilitate access for the public.

The meeting also addressed the resumption of correspondent banking relationships abroad to meet the banking sector’s foreign currency requirements for the settlement of letters of credit, thereby supporting the steady flow of commodities into Libyan market.

It aims to spotlight the latest innovations and solutions in electronic payments while exploring the prospects of digital transformation in Libya’s financial services.

Governor of the Central Bank of Libya discusses with Minister of Oil and Gas of the Government of National Unity ways to support the oil sector and stimulate the national economy

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, met with Mr. Khalifa Rajab Abdel-Sadiq, Minister of Oil and Gas in the Government of National Unity. The meeting aimed to strengthen coordination between the two institutions in support of the oil sector and to help drive the national economy on Tuesday, May 6, 2025, .

During the meeting, the latest developments in oil production levels were reviewed, alongside a discussion of key challenges facing the oil sector and the means of providing the necessary support to the National Oil Corporation (NOC) to implement its plans to increase production and improve operational efficiency.

The discussions also addressed the potential negative impact of declining global oil prices and the resulting economic challenges, particularly those related to public revenue streams.

Governor of the Central Bank of Libya meets with the Minister of Transportation and the Financial Advisor to the Prime Minister of the Government of National Unity

H.E. Naji Mohammed Issa, Governor of the Central Bank of Libya met with Mr. Mohamed Al-Shahoubi, Minister of Transportation, and the Financial Advisor to the Prime Minister of the Government of National Unity On Tuesday, April 29, 2025.

The meeting addressed several matters of mutual interest, most notably the latest developments regarding the unification of public spending, the inclusion of certain fiscal policy measures in the proposed economic reform package, and ways to improve the quality of services provided to citizens.

Both parties agreed to promptly form joint working teams to finalize the economic reform package in preparation for its official launch.

Governor of the Central Bank of Libya meets with the President of the Administrative Control Authority

H.E. Naji Mohammed Issa, Governor of the Central Bank of Libya, met with Mr. Abdullah Qaderboh, President of the Administrative Control Authority, in the presence of several directors and heads of departments and offices from both parties On Monday, April 28, 2025.

During the meeting, the general economic situation of the country was discussed, and views were exchanged regarding the Central Bank of Libya’s vision for overcoming the country’s economic crisis. This included a review of macroeconomic indicators, the proposed package of economic reforms, and the Administrative Control Authority’s 53rd Annual Report for the year 2023, along with its included financial and administrative statistics, data, and observations.

The Governor emphasized the crucial role of the Administrative Control Authority in monitoring the state’s sectors, highlighting its essential contribution to supporting the implementation of the proposed reforms and measures in the monetary, fiscal, and trade policy fields.

For his part, the President of the Authority affirmed the Authority’s full readiness to support the efforts of the Central Bank of Libya in moving forward with the implementation of the Bank’s vision, particularly regarding the launch of the proposed package of economic reforms, such as the unification of government spending and other measures aimed at enhancing the citizen’s access to high-quality basic services.

In conclusion, both parties agreed on the necessity of forming a joint working team between the Bank and the Authority to implement the recommendations and outcomes of today’s meeting.

The meeting also witnessed the ceremonial handover of the Authority’s 53rd Annual Report for the year 2023.

Discussions also covered the launch of a leadership development and qualification program aligned with the Central Bank’s forward-looking vision.
