The Central Bank of Libya launches the “Instant Salary Statistics” for employees banking data referred by the Ministry of Finance

As a part of the announcement made by the Central Bank of Libya regarding the launch of the “Instant Salary” system, the Bank conducted a trial for salary disbursement to beneficiaries on the test environment during the weekend in cooperation with commercial banks. The trials were successful with all banks participating in the system.

The Central Bank has also launched the “Instant Salary” feature within its dedicated platform for citizens, enabling them to verify whether their employment data has been referred by their institutions and matched with commercial banks.

Furthermore, the Central Bank of Libya continues to match accounts referred to it by the Ministry of Finance. Accordingly, the Bank announces its readiness to disburse salaries to employees whose data has been successfully matched, immediately upon receiving them from the Ministry of Finance.

The Central Bank of Libya meets with the Finance Committee of the Libyan House of Representatives

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, held a closed meeting with the Chairman and members of the Finance Committee of the Libyan House of Representatives, in the presence of a member of the Central Bank of Libya’s Board of Directors and the directors of the relevant departments of the Bank on Thursday , August 14, 2025.

The meeting discussed the Central Bank’s observations regarding the proposed 2025 general budget, as well as a review of the key indicators of the Libyan economy up to July 2025 and the Bank’s efforts to achieve the highest levels of financial and monetary stability.

The Chairman and members of the Finance Committee commended the Central Bank’s efforts and initiatives in improving the efficiency of economic policy performance, particularly the Central Bank’s initiative in designing and launching the “Instant Salary” system, developed in cooperation with the Ministry of Finance.

Governor of the Central Bank of Libya meets with the Minister of Finance of the Government of National Unity

H.E. This initiative aims to enhance disbursement efficiency and transparency in resource management, ensuring that salaries and entitlements reach beneficiaries directly into their accounts more quickly and with the highest levels of security.

The discussions also covered ways to strengthen the financial tracking system and reviewed the latest measures taken to implement the Advance Cargo Information (ACI) system, which aims to register shipment details before their arrival in the importing country. This system facilitates customs clearance procedures, accelerates the movement of goods, improves supply chain efficiency, and plays a vital role in meeting international requirements in combating money laundering and reducing currency smuggling.

The Governor and the Minister of Finance affirmed their commitment to continuing joint efforts to support digital transformation, develop financial services, and enhance transparency and efficiency in resource management, in a manner that positively impacts the national economy.

Governor of the Central Bank of Libya Inaugurates the New Central Bank of Libya Building Project in Gurji Area

Governor of the Central Bank of Libya, H.E. Mr. Naji Mohammed Issa, inaugurated the new Central Bank of Libya building project in the Gurji area on Monday, 11 August 2025.

This long awaited project marks a significant step towards bringing together the Bank’s departments under one fully integrated and independent facility, the practice of other central banks, ending an era in which employees suffered from the dispersal of various departments across multiple locations in Tripoli.

The modern building has been designed in accordance with the latest approved engineering standards, making it the first of its kind in Libya to receive the Gold Certification for environmentally friendly buildings. It is also equipped with advanced systems aligned with the Bank’s digital transformation strategy, positioning the project as a symbol of the Central Bank of Libya’s independence as a sovereign institution.

Governor of the Central Bank of Libya discusses with the Minister of Local Governance ways to enhance digital transformation and activate the role of the Municipal Guard in regulating foreign currency exchange activities

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, meets with, Mr. Abd Al-Shafi’ Al-Juwaifi, Acting Minister of Local Governance, accompanied by Mr. Mustafa Ahmed Salem, Deputy Minister for Municipal Affairs, and Major General Rajab Qatoosa, Head of the Municipal Guard, in the presence of directors of relevant departments at the Central Bank. The meeting focused on enhancing cooperation between the two sides in areas such as digital transformation and improving services provided to citizens at the local level on Wednesday, August 6, 2025.

Discussions also included supporting the efforts of the Municipal Guard in monitoring commercial establishments to enforce the use of electronic payment services by providing Point of Sale (POS) devices and raising customer awareness about instant payment options. Governor Issa emphasized the importance of the Municipal Guard’s role in inspecting companies and offices involved in the sale and purchase of foreign currencies and ensuring that they possess an official operating license. The Central Bank stressed the need for the eventual closure of all entities engaged in foreign exchange activities without proper authorization.

This meeting comes as part of broader efforts to strengthen cooperation among state institutions, particularly given the key role the Ministry of Local Governance plays in overseeing municipalities, regulating their administrative and service functions, and ensuring the quality of public services. It also supports the capacity-building of municipal councils to carry out their responsibilities efficiently and effectively.

The meeting further explored mechanisms for enabling digital transformation within municipalities, especially concerning the payment of fees and the processing of financial transactions in public service facilities. These efforts aim to streamline procedures, enhance operational efficiency, and reduce reliance on paper-based and cash transactions. This aligns with the Central Bank of Libya’s vision to involve national institutions in implementing the National Financial Inclusion Strategy and to promote the use of modern financial technologies across various service sectors.

Governor of the Central Bank of Libya meets with the President of the Libyan Audit Bureau

As part of efforts to establish a framework for cooperation between the Central Bank of Libya and the Libyan Audit Bureau two institutions of vital importance in implementing and monitoring public expenditure as well as overseeing the financial and economic situation H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, held a meeting with Mr. Khaled Ahmed Shakshak, President of the Libyan Audit Bureau. The meeting was attended by several specialized departments from both sides on Wednesday, August 6, 2025.

Discussions focused on a range of joint topics, most notably the overall financial situation of the state, the auditing of the Central Bank’s budgets and their approval by the technical committees assigned by the Audit Bureau, and the need to provide all necessary support to these committees. The two sides also emphasized the importance of accelerating the review process to complete the audit and approval of the final accounts for the years 2017 through 2024.

In addition, the meeting addressed oversight of the banking sector and the mechanism for the operation of audit firms assigned by the general assemblies to review and approve the financial statements of commercial banks. The parties stressed the importance of selecting firms with high levels of expertise and professionalism to ensure the proper approval of budgets.

Governor of the Central Bank of Libya chairs the second regular meeting of the National Committee for Combating Money Laundering and Terrorism Financing

On August 4, 2025, the second regular meeting of the National Committee for Combating Money Laundering and Terrorism Financing was held at the headquarters of the Central Bank of Libya in Tripoli. The meeting was chaired by H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, and Chairman of the Committee, and attended by representatives of various relevant national entities and institutions.

The automation of the healthcare sector and the advancement of digital transformation across medical institutions were the key topics of discussion during the meeting held on Sunday, August 3, 2025, between H.E. The meeting was attended by several members of the Board of Directors and directors of relevant departments at the Bank on Sunday, August 3, 2025.

This meeting comes as part of the Central Bank of Libya’s ongoing efforts to regulate the foreign exchange market and to activate the role of the private sector in delivering financial services in accordance with clear legal standards and regulations.

During the meeting, the Governor stressed the importance of all licensed companies and offices adhering strictly to the guidelines and instructions issued by the Central Bank, in order to ensure transparency and stability in financial transactions. He emphasized that the licensed activity constitutes a key pillar in combating the parallel market and organizing the flow of foreign currency through official channels, adding that a number of supportive measures will be announced in due course.
