on Sunday, July 13, 2025, at the Corinthia Hotel, with the participation of relevant institutions and experts from the financial and real estate sectors.
The workshop aims to discuss financing mechanisms and practical solutions to revive stalled housing projects and drive construction growth.

Governor of the Central Bank of Libya meets with the Chairman of National Oil Corporation to discuss mechanisms for supporting increased oil production

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, held meeting with the Chairman of the Board of Directors of National Oil Corporation, Engineer Masoud Suleiman Mousa. The meeting was attended by the Chairman of the Management Committee and the General Manager of the Libyan Foreign Bank, along with several directors from both the Central Bank and the National Oil Corporation on Wednesday, July 2, 2025.

The meeting focused on discussing ways to support the National Oil Corporation’s efforts to increase daily oil production by approximately 247,000 barrels. This increase is expected to generate additional annual revenues of around USD 6 billion, thereby enhancing the Central Bank of Libya’s ability to meet the demand for foreign exchange, maintain the strength of the Libyan dinar, and achieve the desired economic balance.

The discussions also emphasized the importance of continuing bilateral meetings between the Central Bank of Libya and the National Oil Corporation to strengthen coordination and secure the necessary financial resources for the implementation of planned projects. These resources are to be mobilized through both domestic and international financing channels, including the Libyan Foreign Bank and a number of international banks, in order to boost the oil sector’s production capacity.

The meeting also included a visual presentation by the National Oil Corporation outlining its oil production enhancement plan for the years 2025 and 2026.

Governor of the Central Bank of Libya discusses the role of banking sector in providing financing to complete stalled housing projects and achieve comprehensive urban development

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, held a broad meeting to discuss the mechanisms for completing housing units that have been stalled since 2010, as well as the role of the banking sector in supporting the National Housing and Development Program. The meeting was attended by the Director General of the National Housing and Development Program, along with his technical team, and included the participation of several members of the Board of Directors and directors of relevant departments.

The discussion focused on assessing the financing needs required to complete these projects, considering the significant shortage in housing supply and the rising prices in the Libyan housing market. The Governor welcomed the idea of resuming work on these projects, stressing that the banking and financial sector in Libya will play a pivotal role in financing these initiatives and transforming them into investment opportunities that help reduce the housing gap and provide suitable housing for all citizens across various segments, thereby enhancing both social and economic stability.

The meeting also reaffirmed the importance of enabling citizens to access adequate housing through a comprehensive vision shared by both the public and private sectors. At the conclusion of the meeting, it was agreed to organize an expanded workshop that brings together all relevant entities and institutions, with the aim of developing a clear implementation plan for this strategic project, which is expected to benefit all citizens across the nation.

Governor of the Central Bank of Libya meets with the Chairman of National Oil Corporation

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, meets with the Chairman of National Oil Corporation, Engineer Masoud Suleiman. The meeting comes as part of ongoing cooperation and coordination between the two institutions to support the oil sector, which is considered the main source of national income and a cornerstone of the Libyan economy On Tuesday, June 17, 2025 in Tripoli.

The meeting was dedicated to discussing financial arrangements in support of the Corporation’s plans to increase oil production and to address the main challenges hindering the implementation of its expansion strategies particularly the need to secure the financial resources necessary for these efforts, the Governor reaffirmed the Central Bank’s commitment to facilitating access to financial resources through banking and financial institutions. This reflects the Bank’s dedication to enabling the Corporation to carry out its plans amid complex economic and investment conditions, while also emphasizing the importance of ensuring the regular supply of fuel through the Corporation’s accounts at the Central Bank of Libya.

Both parties underlined the importance of holding regular meetings to monitor progress in increasing oil production.

Governor of the Central Bank of Libya announces from Tripoli the launch of the National Financial Inclusion Strategy and a number of transformative projects during the opening of the Electronic Payment Forum and Exhibition

During his speech at the opening of the first edition of the Electronic Payment Forum and Exhibition, H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, announced the launch of Libya’s National Financial Inclusion Strategy 2025–2029, affirming that it reflects a national, ethical, and professional commitment to all segments of society.

The Governor emphasized that the strategy, developed by the Central Bank with national expertise, aims to provide safe, affordable, and easily accessible financial services, with strict protection of personal data.

He also announced the launch of a set of major accompanying projects, most notably:

  • A Financial Inclusion Accounts Project targeting financially excluded groups;
  • A Banking Data Protection System to ensure the confidentiality and privacy of individuals’ information.
  • Support for the country’s digital transformation through full digitization of government payments.
  • Localization of the foreign currency payments infrastructure under the supervision of the Central Bank.
  • Development of a legal and technical framework for the use of digital and crypto currencies.
  • Launch of a Digital Banking Identity to facilitate electronic transactions.
  • Provision of domestic money transfers via a national platform without requiring a bank account.

The Governor concluded his speech by affirming that these initiatives pave the way for a modern digital economy that is more equitable and inclusive, while also enhancing financial stability and development in Libya.

Governor of the Central Bank of Libya opens the Electronic Payment Forum and Exhibition and announces a package of banking reforms

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, officially opened the first edition of the Electronic Payment Forum and Exhibition, held at the Tripoli International Fairgrounds. The event is organized by the General Authority for Exhibitions and Conferences, with wide participation from commercial banks and electronic payment companies On Sunday, June 15, 2025.

In his opening speech, the Governor emphasized that hosting this event reflects the Central Bank of Libya’s commitment to advancing digital transformation and expanding financial inclusion. He underlined the importance of developing the digital infrastructure of the banking sector and keeping pace with the latest technologies in the field of electronic payments.

The Governor also announced the launch of a package of projects and initiatives aimed at introducing banking reforms designed to improve financial services, streamline payment and transfer procedures, and enhance oversight of payment systems. He stressed the importance of supporting innovation in financial solutions and expanding the use of digital wallets and point-of-sale (POS) systems.

Following the opening ceremony, the Governor toured the exhibition halls accompanied by Eng. Essam Al-Aoul, Head of the General Authority for Exhibitions and Conferences. They viewed the latest technologies on display in the field of electronic payments and digital banking services and listened to presentations from company and institution representatives about the solutions and services they offer.

The exhibition and forum will continue until June 17, featuring three days of panel discussions and specialized workshops, with the participation of experts, academics, and representatives of major national financial institutions, as well as technical presentations by Libyan companies operating in the field of financial solutions and electronic payments.

The Central Bank of Libya reaffirms the upcoming launch of the First Forum and Exhibition on Electronic Payment, which will take place at the Tripoli International Fairgrounds from June 15 to 17, 2025. The event is held under the esteemed patronage of the Governor of the Central Bank of Libya, and is organized by the General Authority for Exhibitions and Conferences, with the wide participation of all commercial banks operating in Libya, as well as local and international electronic payment companies.

The forum aims to showcase the latest technologies and services in digital payment, promote financial inclusion, and encourage digital transformation within the Libyan banking sector by fostering collaboration among market stakeholders and facilitating the exchange of expertise in the field of financial technology.

Governor of the Central Bank of Libya made a visit to check the work progress at some commercial bank branches in Tripoli

H.E. Mr. Naji Mohammed Issa, Governor of the Central Bank of Libya, made a field visit to check the work progress at several branches of commercial banks in different areas of Tripoli. The visit aimed to follow up on the situation of citizens and to make sure that cash is available before Eid al-Adha On Wednesday, June 4, 2025.

During the visit, some of the issues facing a few banks were addressed. The Governor also listened to citizens’ feedback and checked how smoothly the cash withdrawal process was going, making sure the plan to provide cash is working well before and during the holiday.

He praised the efforts made by most banks in providing cash, organizing their work, and solving some challenges in certain branches. There will also be follow-up visits tomorrow to make sure everything continues as planned.

Governor of the Central Bank of Libya Meets with the General Manager of the Libyan Foreign Bank

As part of Governor’s ongoing efforts to monitor the banking sector during the current security tensions in, Tripoli, H.E. Mr. Naji Mohammed Issa Governor of the Central Bank of Libya, held a meeting with the General Manager of the Libyan Foreign Bank to review the Bank’s situation and assess the impact of the prevailing conditions on Wednesday, 21 May 2025.

The General Manager confirmed that operations have continued normally, thanks to the activation of the Bank’s Business Continuity Plan, under which all banking activities were conducted remotely this included the renewal of time deposits, communication with correspondent banks, execution of letters of credit, monitoring of transfers, and account settlements. He also noted that the Bank’s headquarters sustained minor damage, which was reported to the relevant authorities, and that a gradual return to the premises is already underway.

The General Manager extended his appreciation to the staff of the Libyan Foreign Bank, and expressed gratitude to the Governor of the Central Bank of Libya, the Board of Directors, and their team for their support to the banking sector, as well as to all judicial and oversight bodies.

The Governor commended the efforts made by the Libyan Foreign Bank and all commercial banks, emphasizing the importance of adhering to Business Continuity Plans in line with international best practices. He underlined the need to comply with the directives and circulars issued by the Central Bank to ensure the safety and stability of banking operations. The Governor also highlighted the unique role of the Libyan Foreign Bank in supporting the national financial system and affirmed that the Central Bank remains committed to providing the necessary support to enhance the performance and efficiency of banking sector in a manner that serves the public interest and ensures the sustainability of financial services.
