We pray that Almighty Allah grants the deceased His mercy, admits him into His Paradise, and grants patience and comfort to his family and loved ones.

On this sad occasion, we offer our sincere condolences and sympathy to His Excellency the Governor and the respected family, asking Allah to grant them strength and patience.

The Central Bank discusses mechanisms to activate the work of exchange companies and enhance coordination with the banking sector

Within the framework of organizing and developing the work of exchange companies and offices, and enhancing coordination between them and the banking sector, a broad meeting was held on, Tuesday, 23 December 2025, at the headquarters of the Banking and Supervision Department. The meeting brought together a number of general managers of commercial banks, along with directors of several specialized departments at the Central Bank of Libya.

During the meeting, discussions focused on regulating the operating mechanism of exchange companies and offices that have obtained licenses from the Central Bank of Libya, in preparation for the commencement of their activities in accordance with the approved regulations and instructions. The meeting also addressed the framework of interaction between commercial banks and exchange companies and offices, particularly with regard to the execution of fast cash remittances through the Western Union and MoneyGram systems.

Participants discussed the sources for funding the accounts of exchange companies and offices with foreign currency, as well as the procedures required to allow these entities to execute direct remittances through the accounts opened for them at commercial banks, in a manner that ensures compliance with supervisory regulations and anti-money laundering and counter-terrorism financing standards.

The meeting also addressed the technical systems to be adopted by exchange companies, commercial banks, and the Central Bank of Libya to implement the proposed operating mechanism, ensuring system integration and the soundness of operational and supervisory procedures.

This meeting comes as part of preparations for a scheduled meeting with exchange companies and offices next week, to complete discussions on the related regulatory and technical aspects.

The Governor of the Central Bank of Libya granted authorization to banks and licensed exchange companies and offices to begin taking the necessary steps to activate the operating mechanism for executing fast cash remittances through the MoneyGram and Western Union systems, in accordance with the regulations and instructions issued by the Central Bank.

Governor of the Central Bank of Libya and the President of the Audit Bureau discuss strengthening institutional cooperation

On Monday morning, 22 December 2025, the Governor of the Central Bank of Libya, H.E. Naji Mohammed Issa, held an expanded meeting with the President of the Libyan Audit Bureau, Mr. Khaled Shakshak, in the presence of a number of department directors and specialists from both sides. The meeting was held within the framework of strengthening institutional cooperation and integrating roles between the two institutions.

During the meeting, the observations of the Audit Bureau regarding the performance of the Central Bank of Libya were reviewed, key indicators and findings were examined, and several aspects related to performance development and the improvement of work mechanisms were discussed, in a manner consistent with the Bank’s strategic objectives and supportive of its institutional efficiency.

The meeting also addressed the Audit Bureau’s observations concerning the approval of the financial statements for the years 2017–2025, as well as the requirements necessary to accelerate their approval and the cooperation of the relevant departments of the Central Bank of Libya in this regard.

The Governor of the Central Bank of Libya and the President of the Audit Bureau emphasized the importance of joint action in serving the public interest, ensuring the smooth flow of procedures, raising the level of performance, reinforcing mutual trust between the two institutions, and supporting all efforts that contribute to achieving shared objectives.

Governor of the Central Bank of Libya Holds an Expanded Meeting to Activate and Regulate the Operations of Exchange Companies

Governor of the Central Bank of Libya, H.E. Naji Mohammed Issa, held an expanded meeting on Thursday, 18 December 2024, with the participation of Deputy Governor Mr. Maree Al-Barasi  and in the presence of the relevant departments of the Bank, to discuss mechanisms for activating the operations of exchange companies and regulating their activities in line with applicable laws and instructions.

During the meeting, discussions focused on the operating framework and the funding of exchange companies’ foreign currency accounts, as well as the mechanisms for financing them. The meeting also addressed setting the date for the official launch of the companies’ operations in accordance with the approved regulatory controls. In addition, the meeting reviewed the mechanisms for coordination between exchange companies and commercial banks regarding account opening and the settlement of transactions between them, in a manner that ensures the smooth flow and integrity of financial operations.

The meeting further examined the activities and services to be provided by exchange companies, including cash sales, fast remittances, and SWIFT transfers (MT103), based on the strength of their accounts with banks, along with the supervisory mechanisms governing these activities to ensure compliance with approved financial and banking standards.

The discussions also covered mechanisms for linking the systems of exchange companies with the Central Bank of Libya’s systems to enable real-time monitoring of operations and activities, enhance transparency and compliance, and curb any unlawful practices.

At the conclusion of the meeting, the Governor and the Deputy Governor emphasized the importance of expediting the completion of technical and administrative requirements, in order to regulate the foreign exchange market and support financial and economic stability.

Governor of the Central Bank of Libya and the Prime Minister of the Government of National Unity Discuss Financial situation and Improving the Level of Banking Services

The Governor of the Central Bank of Libya, H.E. Naji Mohammed Issa, met with the Prime Minister of the Government of National Unity, Eng. Abdulhamid Dbeibeh, at the Prime Minister’s Office on Wednesday December 17, 2025, to review the current financial situation and the efforts underway to ensure the availability of cash liquidity and improve the level of banking services.

The meeting addressed coordination with the Ministry of Economy and Trade regarding the opening of letters of credit, in a manner that supports economic stability, meets market needs, curbs speculation in the parallel market, combats the smuggling of currency and goods abroad, regulates import activities through official channels, and strengthens measures and controls related to anti-money laundering and counter-terrorism financing.

Both parties emphasized the importance of close coordination and expressed full support for the efforts of the Central Bank of Libya in addressing speculative activities and the challenges facing the banking sector. They stressed the necessity of continuing the implementation of the “Your Salary Instantly” program, not only to ensure that citizens receive their salaries without delay, but also to reduce waste in the first chapter of public expenditure, with a firm emphasis on obligating all sectors to apply the program without exception.

The Governor also reaffirmed the Central Bank’s commitment to resolving cash liquidity bottlenecks in accordance with the plan adopted by the Central Bank of Libya, and to taking all necessary measures to ensure regular availability of liquidity, improve banking services provided to citizens, and enhance electronic payment services.

Governor of the Central Bank of Libya discusses with the Head of the Facilities and Installations Security Authority the challenges of transporting currency between regions

H.E. Naji Mohammed Issa, Governor of the Central Bank of Libya, met, with Major General Fawzi Ghaith, Head of the Facilities and Installations Security Authority, to discuss and review the key observations and challenges facing the Authority related to currency transportation operations between regions, in the presence of a number of relevant departments on Tuesday 16/12/2025.

During the meeting, the Head of the Authority presented a range of problems and constraints hindering the transportation of currency, along with their negative repercussions most notably the failure to deliver cash liquidity on time to the branches of commercial banks across all regions of Libya in accordance with the Central Bank of Libya’s plan.

For his part, the Governor listened to these observations, emphasizing the importance of the role played by the Facilities and Installations Security Authority in protecting vital facilities and ensuring the smooth flow of financial operations. He stressed the need to develop practical and sustainable solutions in coordination with the relevant departments, namely the Banking and Cash Supervision Department, the Issuance Department, and the Administrative Affairs Department, in a manner that contributes to enhancing financial stability and ensuring the uninterrupted provision of services to citizens.
