Central Bank Governor Holds Expanded Meeting with Banks and Electronic Payment Companies to Advance the Electronic Payments System

The Governor of the Central Bank of Libya, H.E. Naji Issa, chaired an expanded meeting at the Bank’s headquarters on Monday, 13 July 2026, bringing together a number of Chief Executive Officers and General Managers of commercial banks, representatives of electronic payment companies, and directors of the relevant departments of the Central Bank.

The meeting was held as part of the Central Bank’s ongoing efforts to advance the national electronic payments system, enhance its efficiency, identify the key challenges facing banks and electronic payment companies, and adopt the necessary measures to address them.

Discussions focused on improving the efficiency of electronic payment systems and strengthening their technological infrastructure to minimize service interruptions and ensure the continuity of services provided to citizens.

The meeting also reviewed the progress made in implementing the project to enable Visa Card payments in foreign currency through domestic point-of-sale (POS) terminals, including the current implementation stages, as part of efforts to diversify electronic payment methods and keep pace with developments in the financial sector.

Participants further discussed the results of the assessment of electronic payment companies and their compliance with the technical, regulatory, and supervisory standards and requirements issued by the Central Bank of Libya.

The meeting also examined mechanisms for expanding the use of electronic wallets to promote financial inclusion and encourage expatriate workers to benefit from these services, thereby supporting wider adoption of electronic payment solutions and reducing reliance on cash transactions.

The Governor stressed the importance of maintaining close coordination and continuous communication between commercial banks and electronic payment companies, addressing operational challenges on an ongoing basis, and putting forward practical proposals that contribute to improving payment services and enhancing their efficiency.

The Governor also emphasized that cybersecurity must remain a top strategic priority, calling for all necessary measures to strengthen the protection of banks’ digital infrastructure and enhance their preparedness to address cyber risks and threats, thereby ensuring the security and resilience of banking systems, safeguarding customer data, and maintaining the uninterrupted delivery of banking services.

Central Bank Governor Briefs the High Council of State’s Central Bank Follow-up Committee on the Bank’s Activities and Performance Report

The Governor of the Central Bank of Libya, Mr. Naji Issa, held a meeting at his office today, Thursday, 9 July 2026, with the Chairman and members of the Central Bank Follow-up Committee formed by the High Council of State, chaired by Mr. Ali Al-Suwaih, and with the membership of Dr. Kamel Al-Jatlawi, Mr. Al-Darai Khairallah, and Ms. Souad Qanour.

During the meeting, the work of the Central Bank and its strategy over the past years were reviewed and discussed, along with the achievements accomplished, and the challenges and difficulties the Bank faced amid the political and institutional division during this period.

The meeting also discussed the monetary policy measures and the extent of their success under these difficult circumstances, as well as the level of cooperation of the other executive authorities with the fiscal and trade policies in ensuring the success of this policy.

At the conclusion of the meeting, the Committee was provided with a detailed report covering this period.

Central Bank Governor Meets with the Minister of Transport of the Government of National Unity to Discuss Key Economic and Financial Issues

The Governor of the Central Bank of Libya, H.E. Naji Issa, met at his office on Wednesday, 8 July 2026, with the Minister of Transport and Financial Advisor to the Prime Minister, Mr. Mohammed Salem Al-Shahoubi, to discuss a number of key economic and financial issues.

The meeting focused on public expenditure within the framework of the Unified Financial Agreement, with the aim of ensuring the optimal utilization of the State’s financial resources.

The discussions also addressed mechanisms for resuming stalled development projects and enhancing coordination among the relevant authorities to overcome implementation bottlenecks within the approved budget allocations. The participants emphasized the importance of accelerating the execution of development projects to advance economic development and improve the quality of life for citizens.

Central Bank Governor Receives U.S. President’s Advisor to Discuss Support for Economic Stability and the Independence of the Central Bank

The Governor of the Central Bank of Libya, H.E. Naji Issa, received today, Tuesday, 7 July 2026, at his office in Tripoli, Mr. Massad Boulos, Advisor to the U.S. President, Mr. Kyle Liston, Assistant Deputy Secretary of State, and Mr. Jeremy Brent, Chargé d’Affaires of the United States Embassy in Libya. The meeting was attended by Mr. Khaled Shakshak, President of the Libyan Audit Bureau, and Mr. Massoud Suleiman, Chairman of the National Oil Corporation.

The meeting discussed the latest economic and financial developments in Libya, as well as ways to support economic stability and strengthen institutional performance in a manner that serves the interests of the Libyan people and preserves the sustainability of national resources.

The participants reaffirmed their full support for the independence of the Central Bank of Libya, its Governor, and Libya’s sovereign institutions, emphasizing that the independence of the Central Bank represents a fundamental pillar for safeguarding monetary and financial stability.

They also expressed their support for the Unified Budget Agreement, stressing the importance of all parties’ commitment to its implementation and full compliance with its provisions. This, they noted, would enhance fiscal discipline, promote the principles of transparency and efficiency in public expenditure management, and unify efforts aimed at achieving economic stability.

The U.S. side, the Central Bank of Libya, and the Libyan Audit Bureau reiterated their steadfast support for the National Oil Corporation, emphasizing the importance of maintaining the stability and sustainability of Libya’s oil production, as it represents a key pillar of the national economy and a strategic resource that directly contributes to the country’s stability and prosperity.

The participants further reaffirmed their support for the Libyan Audit Bureau and expressed appreciation for its vital role in strengthening transparency, accountability, and good governance, safeguarding public funds, and enhancing confidence in state institutions.

In this regard, the Central Bank of Libya reiterates its commitment to carrying out its duties and responsibilities with independence and professionalism, while working with all national and international partners to support economic and financial stability, safeguard the soundness of the banking sector, and serve the aspirations of the Libyan people for prosperity.

Central Bank Governor Meets with Presidential Council Deputy Abdullah Al-Lafi to Discuss the Implementation of the Unified Financial Agreement and Strengthening Economic Stability

The Governor of the Central Bank of Libya, H.E. Naji Issa, met at his office on Tuesday morning, 7 July 2026, with Mr. Abdullah Al-Lafi, Deputy Chairman of the Presidential Council, to discuss the latest developments in the implementation of the Unified Financial Agreement and ways to strengthen transparency and governance in support of Libya’s financial and economic stability.

Governer of the Central Bank of Libya Participates in the National Dialogue on the Role of the Banking Sector in Revitalizing Housing Projects

The Governor of the Central Bank of Libya, H.E. Naji Issa, participated on Monday, 6 July 2026, in the National Dialogue organized by the Ministry of Housing and Construction under the theme “The Role of the Banking Sector in Revitalizing Housing Projects and Urban Development.” The event was attended by the Prime Minister of the Government of National Unity, Eng. Abdulhamid Dbeibah, the Minister of Housing and Construction, several ministers, as well as representatives of banks, financial institutions, investors, and experts.

The dialogue explored ways to develop Libya’s mortgage finance system and address the challenges facing the housing sector, with the aim of strengthening public-private partnerships, supporting urban development, and advancing sustainable development.

In his remarks, the Governor emphasized that the Central Bank views housing finance as one of the key drivers of economic growth, given its role in stimulating the construction sector, creating employment opportunities, and improving citizens’ quality of life.

He further noted that advancing the mortgage finance system requires close coordination among legislative, executive, and regulatory authorities, as well as banks, financial institutions, and the private sector.

The Governor also commended the Ministry of Housing and Construction for organizing the dialogue, expressing confidence that its outcomes would lead to practical and actionable recommendations that support Libya’s reconstruction efforts and promote sustainable economic and urban development.

Governor of the Central Bank of libya Meets with the Libyan House of Representatives Finance Committee to Discuss Economic Reforms and Cybersecurity Developments

The Governor of the Central Bank of Libya, H.E. Naji Issa, held a meeting at his office on Sunday, 5 July 2026, with the Chairman and members of the Finance Committee of the Libyan House of Representatives, as part of the ongoing coordination with the legislative authority regarding the latest economic, financial, and banking developments.

The meeting addressed the State’s public expenditure and revenue performance through June 2026, while also reviewing the progress of the economic and financial reform program and the Central Bank’s efforts to safeguard monetary and financial stability, promote fiscal sustainability, and protect the country’s financial resources.

The Governor also briefed the Finance Committee on the recent cybersecurity incident, outlining the measures taken by the Central Bank to contain the incident and ensure the resilience of its systems. He reassured the Committee members that no customer bank accounts or balances were compromised or affected in any way, and confirmed that all banking systems and services have been fully restored and are now operating normally.

The Central Bank of Libya announces the commencement of salary disbursements for June through the “Instant Salary” system.

The Central Bank of Libya confirms receiving the June salary disbursement authorizations from the Ministry of Finance. These authorizations have now been transferred to commercial banks for immediate processing through the “Your Salary Instantly” system. This system allows citizens to track their salary payments transparently, following its resumption of full operation and restoration to its normal technical capacity.

According to the latest data, the number of public sector employees registered in the project reached approximately 1.7 million by June, compared to 2.2 million previously, representing a 75% participation rate.

The Central Bank continues to encourage sectors that have not yet joined the project to do so, given its ease of access to salaries and its role in safeguarding public funds.

The “Your Salary Instantly” project is part of the efforts to digitally transform and enhance transparency within the public financial management system, ensuring that salaries reach their recipients on time without delay.

The Central Bank continues to develop the project by automating the complaints mechanism and resolving issues related to unpaid salaries, in cooperation with the Ministry of Finance.

The Central Bank of Libya reaffirms its commitment to developing digital banking services and improving the efficiency of disbursement procedures, in line with the requirements of the digital transformation of the financial sector.
