The Scientific Committee of the 5th Arab Conference on Savings and Financial Literacy Announces the Opening of Nominations for Three Specialized Awards in Financial Literacy and Financial Inclusion.

As part of the ongoing preparations and arrangements for the launch of the 5th Arab Conference on Savings and Financial Literacy 2026, hosted in Tripoli, Libya, under the gracious patronage of Governor H.E. Naji Mohammed Issa, and with the participation of Arab Central Bank Governors, Arab Ministers of Finance, and representatives of regional and international financial institutions, which will be held from 07-09 September 2026, and in recognition of the strategic role of financial awareness in promoting financial and economic stability. In this context, the Scientific Committee of the Conference is pleased to announce the opening of applications and nominations for three distinguished awards targeting researchers, institutions, content creators, and innovative projects across Libya and the Arab region.

These awards aim to encourage intellectual and societal innovation in the fields of financial literacy and financial inclusion and include the following categories:

• Best Scientific Research Award: Designed for academics and experts to present advanced research papers and practical solutions that contribute to the development of financial literacy.

• Best Financial Literacy Initiative Award: Targeting individuals and institutions to recognize and honor outstanding initiatives and projects successfully implemented on the ground that have contributed to enhancing financial awareness and promoting financial inclusion.

• Best Awareness Content Award: Specifically designed to inspire young people and content creators to develop innovative visual and digital content that raises public financial awareness and strengthens financial literacy within society.

📅 Submission Timeline and Application Process

• Submission Deadline: The Scientific Committee has set 15 August 2026 as the final deadline for receiving nominations and submissions through the designated official links.

• Detailed Eligibility Criteria: The Scientific Committee invites all interested participants and creative young talents to review the eligibility requirements and evaluation criteria by scanning the QR Code accompanying the announcement.

🏆 Recognition and Benefits: First-place winners will receive prestigious official recognition during the Conference’s closing ceremony. In addition, their outstanding work and achievements will be published in the Conference’s official proceedings and featured across its digital platforms.

Governor of the Central Bank of Libya Meets the Minister of Interior of the Government of National Unity to Strengthen Bilateral Cooperation and Coordination

H.E. Naji Issa, Governor of the Central Bank of Libya, met at his office on Wednesday, 17 June 2026, with H.E. Minister of Interior Emad Al-Trabelsi to further strengthen cooperation and coordination, and to follow up on the cooperation and action plan agreed upon during their previous meeting. The discussions were held in support of the Central Bank of Libya’s vision for regulating the foreign exchange market, combating certain negative practices, and promoting the wider adoption of electronic payment systems and channels.

The meeting also addressed the development of electronic payment mechanisms for services and fees provided by the Ministry and its affiliated entities. These efforts aim to facilitate payment procedures for citizens, enhance the efficiency of service delivery, accelerate transaction processing, and reduce reliance on cash-based transactions. The discussions further emphasized leveraging the national electronic payments infrastructure overseen by the Central Bank of Libya to support the Ministry of Interior in advancing its digital services.

Central Bank Governor Reviews the Latest Electronic Payment and FinTech Solutions at EPEX 2026

As part of the first day of the Libya International Electronic Payment and Financial Technology Exhibition (EPEX 2026), H.E. Naji Mohammed Issa, Governor of the Central Bank of Libya, conducted an inspection tour on Wednesday, 17 June 2026, covering all exhibition halls and participating booths.

During the tour, the Governor reviewed the latest services, technological solutions, and innovations presented by institutions and companies operating in the electronic payments and financial technology sectors.

The Governor also received detailed briefings from representatives of participating entities on their most prominent digital products and services developed to promote financial inclusion and facilitate electronic transactions. In addition, he was introduced to a range of future projects and initiatives that these entities intend to implement in the coming phase.

Mr. Issa emphasized the importance of keeping pace with the rapid developments in financial technology and highlighted its vital role in supporting digital transformation efforts and advancing the banking and financial sectors. He commended the high quality of participation at the exhibition, noting that it reflects the significant progress achieved in the digital services and solutions provided to both individuals and institutions.

The Governor further praised the efforts of participating organizations in fostering innovation and expanding the use of electronic payment methods, which contribute to enhancing the efficiency of financial services and supporting the achievement of economic development objectives.

Governor of the Central Bank of Libya Inaugurates the Libya International Electronic Payments Exhibition “EPEX 2026”.

H.E. Naji Issa, Governor of the Central Bank of Libya, officially inaugurated the Second Libya International Electronic Payments and Financial Technology Exhibition (EPEX 2026) on Tuesday evening, 16 June 2026. The opening ceremony was attended by Eng. Abdul Hamid Dbeibeh, Prime Minister of the Government of National Unity, along with a number of ministers, chairpersons and general managers of commercial banks, and representatives of local and international electronic payment companies.

The exhibition, held on 17–18 June under the patronage of the Governor of the Central Bank of Libya, forms part of the Bank’s ongoing efforts to modernize the national payments ecosystem, promote financial inclusion, and accelerate digital transformation across the financial sector.

During the opening ceremony, the Governor reaffirmed the Central Bank’s commitment to implementing its strategy aimed at expanding the use of electronic payment instruments and reducing reliance on cash transactions, thereby enhancing the efficiency of financial services while strengthening transparency and financial inclusion.

Mr. Issa also announced the launch of Visa card acceptance services through local point-of-sale (POS) terminals, as well as the introduction of SoftPOS technology, which enables smartphones to function as electronic payment terminals. These initiatives are expected to significantly expand the acceptance of electronic payments across Libya.

In addition, the Governor announced the commencement of the National Stand-In Processing Service project, a key initiative designed to ensure the continuity of electronic payment services during communication outages or disruptions to banking systems, thereby enhancing the resilience and reliability of Libya’s national payments infrastructure.

The opening ceremony included a tour of the exhibition halls, where attendees were introduced to the latest solutions and innovations presented by participating banks, electronic payment providers, and financial technology companies.

EPEX 2026 is regarded as one of Libya’s leading specialized events in the fields of financial technology and electronic payments, bringing together financial institutions, banks, technology companies, and industry experts to discuss the future of digital financial services in Libya.

Only a few days remain until the launch of the second edition of the Libya International Exhibition for Electronic Payments and Digital Transformation.

Governor of the Central Bank of Libya Receives the “Governor of the Year 2026” Award from the Union of Arab Banks.

In a distinguished event held under the honorary patronage of French President Emmanuel Macron, the European–Arab Banking and Economic Summit convened this Wednesday in Paris, bringing together a distinguished group of financial and banking leaders from across the Arab region and the international community. During the summit, the Union of Arab Banks announced the selection of H.E. Naji Mohammed Issa, Governor of the Central Bank of Libya, as the recipient of the “Governor of the Year 2026” Award, in recognition of his outstanding contributions to supporting and developing the financial and banking sector under exceptional circumstances, as well as his efforts to strengthen Arab and international economic cooperation.

This prestigious recognition represents a clear acknowledgment of the strategic achievements realized by the Central Bank of Libya under the leadership of the Governor and its Board of Directors, despite the significant challenges and risks facing the country.
